Plans for a multifamily housing project on the northwest corner of the Leesburg Pike/Carlin Springs Road intersection in Bailey’s Crossroads have fallen through.

Mill Creek Residential Trust had been considering a mixed-use project with 400 apartments in two five-story buildings and 15,000 square feet of retail space on a site occupied by a Shell gas station, City Diner Restaurant, and about 10 single-family houses.

“Unfortunately, Mill Creek’s negotiations with one of the property owners reached an impasse, and they have determined not to proceed at this time,” states an email from attorney Bob Brant of Walsh Colucci. The owner of City Diner was not willing to accept the price offered, he explained.

“Mill Creek remains highly interested in Bailey’s Crossroads and is continuing to evaluate opportunities in the area,” Brant says.
